Senator Tammy Baldwin

Tammy Baldwin was elected to the U.S. Senate on November 6, 2012, winning a hard fought race against former Wisconsin Governor Tommy Thompson. She is Wisconsin’s first woman to serve in the U.S. Senate.

Born in Wisconsin and raised by her grandparents, Senator Baldwin graduated from Madison West High School and went on to double-major in political science and mathematics at Smith College. In 1989, she earned her law degree from University of Wisconsin. In 1992, Senator Baldwin was elected to the Wisconsin State Assembly as a State Representative for three terms.

In the 113th Congress, Senator Baldwin serves on the U.S. Senate Committee on Health, Education, Labor & Pensions (HELP), the Senate Budget Committee, the U.S. Committee on Homeland Security and Governmental Affairs, and the U.S. Senate Energy and Natural Resources Committee. She also serves on the U.S. Senate Special Committee on Aging.

Cesar A. Perez, Ph.D.

Senior Regulations Operations Officer, FDA

Cesar attended the State University of New York at New Paltz and obtained his Bachelor degree in biological science in 1998. Cesar subsequently obtained his Master degree in biology from New York University. During this time, he conducted research consisting in investigating the two-component signal transduction systems in Mycobacterium tuberculosis at the Public Health Research Institute in New York. In 2008, Cesar obtained his PhD degree in microbiology from New York University School of Medicine. His research thesis focused on elucidating the mechanisms responsible for manipulating cellular protein synthesis in Human Cytomegalovirus-infected cells.

In addition, Cesar served in the United States Army Reserve for eight years as a legal non-commissioned officer. His duties included advising the Judge Advocate General (JAG) office from the 411th martial, legal proceedings and legal assistance. In 2003, he was activated and served a year on active duty at Fort Hood, Texas for operation Global War on Terrorism (GWOT).

He currently works in the Abdominal and Surgical Devices Branch, Division of Manufacturing and Quality, Office of Compliance as a Regulatory Officer. He reviews domestic enforcement activities, recalls related to device quality and safety and premarket approval application manufacturing section. In addition, he reviews compliance issues related to sterilization and reprocessing of medical devices.

Mark Leahey

President & CEO OF MDMA

Mark is the President and CEO for the Medical Device Manufacturers Association (MDMA), a national trade association in Washington, DC that represents hundreds of research-driven medical technology companies. His responsibilities include advocating on behalf of the entrepreneurial sector of the medical device industry to Congress, the Food and Drug Administration (FDA), the Centers for Medicare and Medicaid Services (CMS), and other federal and state agencies. He has lobbied for a more reasonable user fee for smaller companies, worked to open access to the hospital marketplace by challenging the exclusionary and anti-competitive nature of certain large group purchasing organizations (GPOs), as well as ensure that medical device technologies are reimbursed adequately. Mr. Leahey was named one of the medical device industry’s top lobbyists. He is a member of the Massachusetts Bar and a graduate of Georgetown University, the Georgetown Law Center and Georgetown’s McDonough School of Business.
